BSE Credential of Competency for Special Education Instructional Paraprofessionals

The PDE, BSE has developed a Credential of Competency for special education paraeducators to help them achieve "qualified" status as required by Chapter 14. While there are other ways a paraprofessional can meet the requirements of Chapter 14, the credential is a competency-based approach. This credential addresses seven core competency areas that are modeled after those developed by the Council for Exceptional Children (CEC) for special education paraprofessionals.

School leaders should periodically examine the practices and procedures related to special education paraprofessionals to determine areas of strength and those in need of improvement, so the educational needs of students with disabilities are met in the most effective and efficient ways. This issue of the Special Education Leader provides a tool that school leaders may use as a guide for evaluating a system's current practices.

Instructions for Ordering Publications:

  1. To search by keyword, click inside the area labeled “Search By” and enter the keyword(s). Click “Go.”
  2. To search by topic, click the drop-down menu “Filter by Topic.” Once you have selected a topic, click “Go.”
  3. Click the title of the publication to access the publication’s record.
  4. To view the publication, click the Download button.
  5. The publication will open in a new tab in your browser. You may either view the document or save it to your computer.
  6. To order a publication in hard copy, enter in the quantity you wish to order and click the “Add to Cart” button.
  7. If the “Add to Cart” button is not visible, the publication is available only for download.
  8. When you have finished shopping, click "My Account" at the top of the page, then click “My Cart."
  9. ​Confirm the quantity desired for each publication. To remove a publication from your order, click "Remove."
  10. Click “Checkout.”​
  11. Upon successful transaction, an order confirmation will be sent to you.
