Pennsylvania Fellowship Program (PFP)

The Pennsylvania Fellowship Program (PFP) is a year-long leadership development experience designed for new and emerging special education leaders. The Fellowship prepares participants to lead effective, equitable, and student-centered special education programs by strengthening their leadership knowledge, decision-making, and professional practice. Today's special education leaders serve as instructional leaders, systems thinkers, collaborative partners, and advocates for students with disabilities. They must navigate complex challenges, strengthen educational systems, build collaborative partnerships, and make informed decisions that improve outcomes for students while ensuring legal compliance and organizational effectiveness. The Pennsylvania Fellowship Program develops these leadership competencies through authentic learning experiences, mentoring, collaborative problem-solving, and application to participants' own schools and districts. Grounded in the leadership principles of the Council for Exceptional Children (CEC) and the Council of Administrators of Special Education (CASE), the Fellowship is aligned with the Pennsylvania Inspired Leadership (PIL) Core and Corollary Standards, preparing leaders to strengthen instructional practice, build effective systems, promote equitable outcomes, and lead sustainable improvement efforts.
