Pennsylvania’s Integrated Multi-Tiered System of Support (PA I-MTSS) 

Pennsylvania’s Integrated Multi-Tiered System of Support (MTSS) is a standards-aligned, comprehensive school improvement framework for enhancing all students' academic, behavioral, and social-emotional outcomes  Responsiveness to Intervention (RTI) refers to the methodology that is used to determine how slow is slow (rate of growth) and how low is low (student’s level of performance), as an alternative to ability-achievement discrepancy within the Determination of Specific Learning Disabilities ⏵ (SLD) process. 

Pennsylvania’s Integrated MTSS provides all students equitable access to high-quality, standards-aligned instruction and supplemental intervention. Evidence-based academic, behavioral, and social-emotional practices are systematically and carefully integrated to enhance equity ⏵ efficiency, and efficacy of services and support customized to the needs of all students, including students with disabilities.  

Collaborative interdisciplinary teams ⏵ among the district, school, grade/departmental, and individual levels use a data-informed, problem-solving process to integrate evidence-based practices matched to student needs with fidelity.
