The purpose of this training is to provide school administrators the information they need to guide the work of special education paraprofessionals in a manner that supports the best outcomes for students with disabilities in Pennsylvania’s schools. This training will describe the types of paraprofessionals in use in PA, regulations regarding paraprofessional qualifications and the role of paraprofessionals supporting students with disabilities. This training is designed for school administrators who are charged with hiring, monitoring, supervising, or training paraprofessionals directly, or who supervise teachers who work with special education paraprofessionals. There are four separate sections to this training package: • Introduction • Laws, Regulations and Standards Related to Paraprofessionals • Supervision, Policies, Team Roles and Ethical Considerations • When and How We Use Paraprofessionals You may choose to proceed through the training in order all at once over the course of a day or more. Or, you may prefer to complete each section one at a time. These materials are designed to be used either way.

His work focuses on translating research findings into effective school improvement strategies and educational reforms. He conducts research and organizes improvement efforts on secondary school redesign, improving high school graduation and college readiness rates, student success systems, chronic absenteeism, and instructional improvements in high-poverty schools. Currently, Dr. Balfanz leads the GRAD Partnership, a collaborative effort of non-profits and school districts to scale the use of high-quality student success (on-track) systems. He also works with the National Partnership for Student Success (NPSS), a public-private partnership with the U.S. Department of Education, AmeriCorps, and the Everyone Graduates Center. NPSS works with over 100 non-profits and provides evidence-based student supports (mentors, tutors, success coaches, post-secondary advisors, and wraparound supports) to schools and communities most impacted by the pandemic. PBS Frontline featured Dr. Balfanz’s work in The Education of Omarina, and he is the recipient of the Alliance for Excellent Education’s “Everyone a Graduate Award” and the Joan Lipsitz Lifetime Achievement Award from the National Forum to Accelerate Middle Grades Reform. In 2013, he was named a “Champion for Change for African American Education” by the Obama White House. Dr. Balfanz holds a B.A. in history from Johns Hopkins University and a Ph.D. in education from the University of Chicago. Lori trains and coaches the Lancaster Lebanon IU3 Special Education staff on using STEM and Instructional Technology tools in the classrooms to support and instruct students. Lori has always had a passion for computer science and works with her teachers to explore ways to incorporate CS skills in the classroom daily. Janice Beitzel, Teacher of the Deaf/HH, Lancaster-Lebanon IU13 Janice graduated from Bloomsburg University with bachelor’s degrees in Early Childhood and Elementary Education with a concentration in Deaf Education in 2003. She received her master’s degree in Deaf Education in 2005 and has taught students who are Deaf/HH for 18 years, mostly at the high school level. She received the Annie Sullivan Award from IU13 in 2018 and was nominated as a Keystones Technology Innovator in 2023. She has engaged her students in STEM projects, such as the Governor’s STEM Challenge and Build|Fly|Code.
