Pennsylvania State Interagency Coordinating Council (SICC)

The SICC is a Governor appointed council that advises and assists the Departments of Health, Education and Human Services to ensure that a comprehensive delivery system of integrated Early Intervention programs and services is available in Pennsylvania to all eligible infants, toddlers and young children and their families.

Our Vision for the Early Intervention System:

It is a comprehensive, coordinated, collaborative, and cohesive system of supports that optimize a child’s development throughout their transitions, with emphasis on their value in society;

It supports, not supplants the family’s responsibility of caring for their children;
It supports all children as active participants in the community as children first, not disability first, with attention to necessary adaptations;
It supports the concept of inclusion for all children;
It supports a team decision process that prioritizes a family’s selection of resources expended on their behalf;
It utilizes existing community resources and encourages the involvement of all citizens;
It is appropriately and adequately funded;
It has as the central sounding board of the early intervention community the Pennsylvania State Interagency Coordinating Council for Early Intervention.

All meetings are scheduled from 12:30 PM to 3:00 PM at PaTTAN – Harrisburg unless otherwise noted. The meetings will be via videoconference with PaTTAN – East and PaTTAN – Pittsburgh, other sites may be added. For a complete list of downlink sites please contact Molly Martz at mmartz@pattan.net

LOCAL INTERAGENCY COORDINATING COUNCILS (LICC)

The Local Interagency Coordinating Councils (LICC) are groups that consist of representatives from families, county administration, Intermediate Units, school districts, Early Intervention providers, Head Start, service coordinators, health agencies, and other community organizations. While each LICC is different, each works toward the overall goal of enhancing local Early Intervention Supports and Services.
