The Federal Office of Special Education Programs has oversight of states’ compliance with federal special education regulations and requirements. The Office of Special Education Programs has incorporated a component of its compliance monitoring verification visits to include a fiscal verification review. Some components of its fiscal verification review will include a review of the use of funds for coordinated early intervening services, maintenance of effort, and general use of federal, Individuals with Disabilities Education Act, Part B (IDEA-B) funds.
The Pennsylvania Department of Education provides training to familiarize special education directors and business administrators with clarifying information regarding, . This required training addresses the following topics: IDEA -B, Contingency Funding, ACT 16, Maintenance of Effort, Data Collection, and Approved Private School Electronic Management System (APSEM).
Objectives
At the end of this training, participants will be able to:
- Understand the purpose and structure of IDEA-B funding and how it supports the provision of special education services.
- Describe the requirements and application process for Contingency Funding
- Explain Act 16 reporting requirements, including the collection and submission of cost data for high-cost students with disabilities.
- Define and apply Maintenance of Effort (MOE) requirements to ensure continued compliance with federal funding obligations.
- Understand data collection requirements and how accurate data supports fiscal accountability and compliance monitoring.
- Access and utilize the Approved Private School Electronic Management (APSEM) system for submitting and managing tuition-related data for students placed in approved private schools.
