The purpose of the course, “Structured Literacy Leadership: What Administrators Need to Know!,” is to ensure that leaders deepen their understanding of the Act 55, Chapter 49 legislative requirements defined in PA code 49.1 regarding the Science of Reading and Structured Literacy and that they are better prepared to lead and support their staff in increasing reading achievement for all students, particularly diverse learners. This training will outline and review leading research in literacy, identify big ideas in reading instruction, and assist education leaders to analyze their core reading program and make determinations about instructional gaps in their current literacy program. In addition, leaders will be able to understand the importance and be able to evaluate how teachers and systems leverage efficient instructional practices including explicit instruction to improve outcomes for students within a Structured Literacy Framework. Finally, the training will help school leaders understand Structured Literacy within an MTSS framework, through assessment and instruction, in response to students’ needs and increasing support for students with below grade level skills.

School and system leaders will be able to...

  • list legislative requirements around the science of reading and structured literacy.
  • state the structured literacy definition as defined in PA code 49.1.
  • explain common language related to structured literacy including assessment and instruction.
  • identify areas of strength and opportunities for student literacy growth.
  • use structured literacy frameworks to increase student achievement.
  • provide structured literacy professional development for staff as part of the district comprehensive plan.
  • explain the impact of their core reading program aligned with the scientific theoretical underpinnings of literacy instruction and the PA Standards.
  • identify resources to support system and classroom level scheduling aligned to structured literacy.
  • evaluate the structure and elements of intentional explicit instruction lesson design.
  • compare the current literacy practices in their building to the science of reading, structured literacy-aligned practices and plan for the necessary revisions.
  • select pertinent assessments to accurately collect, analyze, interpret, and utilize a variety of data sources for the purpose of planning literacy goals for students.
  • analyze their district data to determine where data is indicating a need for increasing literacy supports.
  • identify purposes of literacy assessments in a structured literacy framework.
  • analyze MTSS implementation around structured literacy supports.
  • apply the implementation framework to create next steps.
