This session will provide a comprehensive overview of (a) the federal legislation/regulations, (b) OSEP policy interpretations, (c) state laws, and (d) hearing/review officer and court decisions specific to RTI, MTSS, and SLD identification. It will provide special attention to the regulations and case law specific to Pennsylvania and the differentiation among law, guidance, and professional best practice.
Objectives
Attendees will be able to:
- identify the basic legal requirements for RTI, MTSS, and SLD identification in Pennsylvania based on applicable federal and state regulations and adjudications.
- able to answer whether agency policy interpretations regarding RTI, MTSS, and SLD identification are legally binding.
Target Audience
This session was designed for all practitioners who are implementing a multi-tiered system of support and using the RTI approach to inform SLD Determination.
