State Performance Plan/Annual Performance Report Public Virtual Forums for Indicator Target Setting

The Individuals with Disabilities Education Act of 2004 requires states to develop a State Performance Plan (SPP) and Annual Performance Report (APR) that includes measurable and rigorous targets for federally required indicators of compliance and results. These targets provide a framework and influence the work of states and local education agencies (LEAs) to guide improvement efforts and achieve positive outcomes for students with disabilities. States are now revising their SPP to cover the six years through Federal Fiscal Year 2025.
The Bureau of Special Education (BSE) will be reviewing and revising its current SPP targets to submit to the US Department of Education, Office of Special Education Programs on February 1, 2022. To accomplish this, the BSE is seeking broad stakeholder input and recommendations about targets and improvement strategies that the state should implement. We invite input from parent centers, parents from local and statewide advocacy and advisory committees, individual parents, and LEA administrators, teachers, and other personnel, as well as all other stakeholders who are interested in special education services for students with disabilities.
The specific areas where the BSE will be seeking stakeholder feedback are: Indicators 1 and 2 (Graduation and Dropout Rates); Indicator 3 (Participation and Performance on State Assessments); Indicator 4A (Suspension Rates); Indicator 5 (Least Restrictive Environment); Indicator 8 (School Facilitated Parent Involvement); Indicator 14 (Post School Outcomes); Indicator 15 (Resolution Session Settlement Agreements); and Indicator 16 (Mediation Agreements).
