Open Hands Open Access
The Pennsylvania Deaf-Blind Project provides specialized training through the
Open Hand Open Access (OHOA) Deaf-Blind Intervener Learning Modules.
The Open Hands Open Access (OHOA) Deaf-Blind Intervener Learning Modules are designed to increase awareness, knowledge, and skills related to intervention for students who are deaf-blind and are being served in educational settings (ages 3 through 21). The 27 modules include a variety of accessible videos, photographs, slide presentations, and learning activities.

The content of the modules is aligned with the
CEC's "Specialization Knowledge and Skill Set for Paraeducators Who Are Interveners for Individuals With Deaf-Blindness."
The National Center on Deaf-Blindness (NCDB) and the Paraprofessional Resource and Research Center (PAR2A Center), with support from the Office of Special Education Programs (OSEP) created a national certification system for interveners. The National Intervener Certification E-portfolio (NICE) System is an assessment process that interveners can use to submit evidence of their knowledge and skills. The evidence, which consists of digital documentation such as video samples, described pictures, and other documents from the intervener’s training and practice, is evaluated by expert reviewers in the field of deaf-blindness. The process is aligned with the Council for Exceptional Children (CEC) Knowledge and Skills Competencies for Interveners
