PaTTAN, along with The Bureau of Special Education, PA Association of Intermediate Units and the PA Council of Administrators of Special Education (PA-CASE) is pleased to offer a virtual summit for special education administrators focused on equitable educational outcomes for students. Join special education leaders from across the Commonwealth to discuss practices, resources, and supports that secure equitable outcomes for students with disabilities.
Opening Keynote (12:00 PM – 12:20 PM)
01. Achieving and Sustaining Equitable Outcomes: The Role of Today's Leaders
During this session, Dr. Sheila Bradby Bailey, executive director of the Virginia Council of Administrators for Special Education (VCASE) will discuss the critical role educational leaders play in identifying, implementing, and supporting research-based best practices that sustain equitable outcomes. Summit attendees will be encouraged to examine their current systems and critical decisions to effectively lead programs that address the challenges associated with student success.

02. Equity is Not a Destination
During this session, participants will embark on a journey that includes a roadmap for sustaining equitable outcomes for all students. Along the journey, participants will be introduced to the Culturally Responsive Leadership principles, the Dual Capacity Framework, and the 8 Step Process for Leading Change as necessary components for equity in action.

03. What Administrators Need to Know About Special Education Data Reporting
During this session, Bureau of Special Education Director, Ms. Carole Clancy, will review the special education data collection process from a local education agency director’s lens. Ms. Clancy will share “lessons learned” and “tricks of the trade” from twenty years of successful (and some very unsuccessful) special education data submissions.

04. Closing the Gap-Voices from the Field
Closing the gap for students to ensure that their academic, behavioral, and social needs are met can be challenging. Come listen to several practitioners describe how they used innovative practices and relationships to address students’ needs in the areas of math and behavior.

05. Stepping Together for Better Transition
Journey with representatives from the Pennsylvania Training and Technical Assistance Network (PaTTAN) and the Office of Vocational Rehabilitation (OVR) as they highlight resources created from a collaborative partnership for the implementation of the landmark OVR/BSE Memorandum of Understanding of 2020 focused on supporting the transition of students with disabilities from high school to post-school employment-related activities and competitive, integrated employment. Participants will also get a sneak peek at PaTTAN’s statewide training plan for stepping up secondary transition practices in Pennsylvania for 2021-2022 and beyond.

06. Hot Off the Press: Resources to Assist Special Education Leaders

During this session, participants will be introduced to PaTTAN’s latest resources for special education administrators. Each resource was designed to address the varied elements of leading special education programs. The resources include:
The Annotated IEP: An updated, bold new look makes this document easier to navigate.
An asynchronous online course: The Essentials of IEP Writing, provides participants with instruction on all aspects of developing IEPs.
A Google site and publication: The site and publication contain a wealth of topically organized resources to save leaders and others time searching for needed resources and publications. The featured site/publication is titled, Cyclical Monitoring and Special Education Programmatic Improvement: A Comprehensive Resource Guide for Education Leaders.

07. What Do Leaders Need to Know About Gifted Education Compliance and Best Practices?

Valuing gifted education and celebrating accomplishments of gifted populations takes passion, understanding, stakeholders, training, time and effort. During this session, the presenters will discuss new trends, research results, Pennsylvania statistics, most common non-compliance issues in gifted monitoring, gifted initiatives for 2021-2022, and case law. Given the unprecedented events during the coronavirus, the need to value gifted education is of paramount importance. Come engage in conversations about what leaders need to know to review, revise, and implement a valued gifted K-12 continuum of services.

08. Due Process During the Pandemic

Everyone knows that 2020 brought with the pandemic; school closures, quarantines, virtual lessons and lots of frustrations. Have you considered the impact these disruptions have had on due process hearings? Attorney Trish Andrews will feature several cases from this historic year and explain why the specific local education agency did or did not prevail.

09. COVID-19 and Due Process: One Year Later

This session will highlight COVID-related issues hearing officers have addressed at due process during the pandemic including timelines, transition to early intervention, pendency, and COVID Compensatory Services. To date, there have been almost no final decisions written due to the frequency of settlement; however, the presenters will identify parent-school concerns. The session will also include a brief update on virtual hearings and plans for moving forward with due process as schools re-open. Statistical information from the Office of Dispute Resolution (ODR) will also be provided.
10. Equal Access to Curriculum for Students with Disabilities Creates Equitable Outcomes for All

Participants in this session will learn how the principles of Universal Design for Learning support all students including those with significant disabilities. Communication with families on these key principles creates an open dialogue to address any inequities and builds a partnership between home and school.

11. Providing Instruction to Students with Complex Needs While Navigating COVID Restrictions

Our schools scrambled to reinvent the delivery of instruction to students in autistic support/life skills support classrooms. While virtual instruction was extremely challenging for students with complex needs, the goals of the instructional teams focused on engaging students, making progress toward IEP goals, and working with families. Students and families endured multiple quarantines throughout the school year. No matter the setting, the students made progress as a result of all staff staying flexible and in tune to the needs of the families. During this session, the presenters will provide an overview of classroom setup (on Google Classroom and Schoology), parent training, 1-1 direct instruction, and group instruction.
12. Universal Design for Learning: A Destination for 2021-2022

The session will culminate with information on how your LEA can forge its own UDL pathway next school year via grant opportunities.

14. What Would You Do?

This post-conference session offers participants the opportunity to participate in a perennial favorite! Each year, local education agencies (LEAs) and families are involved in due process hearings regarding programs and services for students with disabilities. This session will provide participants with an opportunity to review special education regulations and case law. Brief scenarios of actual Pennsylvania special education due process and court proceedings within the past year will be presented and participants will be asked to analyze how they would “judge” the case. Additional information will be provided from the regulations of IDEA and Chapter 14 to support the decision from the scenario.

15. Practicing Presence: Balancing Life, Work, and Everything in Between
