Rosemary E. Hughes, Ph.D. joined the Pennsylvania Department of Education in October 2017. As Special Advisor on School Improvement, she serves as the primary architect of state-level school improvement strategies; leveraging state resources to provide local educational agencies intensive technical assistance for effective implementation of evidence-based improvement strategies. Dr. Hughes brings ten years of experience in educational research and program evaluation, a strong capacity for collaborative approaches to improvement, and an affinity for supporting stakeholder capacity to identify and act upon data and research. Prior to her position with PDE, Dr. Hughes worked in the School District of Philadelphia’s Office of Accountability, the Philadelphia Education Research Consortium at Research for Action, and most recently, at a network of charter schools focused on school turnaround. She has a demonstrated history of publications in peer-reviewed journals and presentations to a variety of audiences and earned her Ph.D. in School Psychology from Lehigh University.
