Competent Learner Model (CLM)
The Pennsylvania Depart of Education, Bureau of Special Education, in an effort to support the educational community in implementing effective programming for our most challenged learners, is providing training and technical assistance to implement the Competent Learner Model (CLModel) through it's Autism Initiative to individuals working across the state in educational settings. Using the CLModel's team-based implementation model to build in-house capacity to serve learners, classroom participation in the project grew from 12 classes in the first year (2005-2006 schoolyear) to a total of 76 classes/settings participating in the third year of the project (2007-2008 school year). The CLModel project is currently being implementted in a wide range of intervention settings (0-3 home settings, specialized classrooms, inclusive settings, secluded school programs) providing services to individual from birth-to-21 that are identified as needing specialized support (autism support, emotional support, life skills, multi-disabilities, early intervention).
The CLModel is designed to build a bridge of cooperation, understanding and consistency in programming across ALL settings (e.g., home, school, community). The model is based on the principles of Applied Behavior Analysis, Direct Instruction & Precision Teaching. Educational programs combining the principles of Applied Behavior Analysis, Direct Instruction & Precision Teaching are widely acknowledged to have the most success with children diagnosed with autism and other challenging learning difficulities. The CLModel was developed by Vicci Tucci, a behavior analyst who has over 30 years of experience working in public schools and a variety of other settings. The model is a result of Vicci working closely with teachers, speech and language pathologists, occupational therapists and others in developing and implementing programs for learners with significant learning challenges in public school settings.
The CLModel is a multi-component package designed to implement effective and sustainable intervention programs for our most challenged learners. It offers solutions to the challenges of providing instruction for learners with significant learning difficulties that facilitates the development of meaningful learner competencies, providing consistent and systematic training for staff and families, and implementing and sustaining programmatic changes. CLModel provides a curriculum that is informed by developmental frameworks, incorporates research-based, effective teaching principles and is delivered within the context of a multidisciplinary approach and naturally occurring activities. It also provides a training package that allows instructors and families to practice the skills necessary to implement the model, thus preparing them to take advantage of suggestions by providing the necessary background to easily understand and apply recommendations. Additionally, there are tools to support the management of the implementation process within systems as well as tools that allow for multidisciplinary teams to maximize effective teaming and planning time.
As part of the Pennsylvania Department of Education, the Bureau of Special Education and the Pennsylvania Training and Technical Asisstance Network's (PaTTAN) continuing commitment to meeting the need of programs serving students with complex learning issues, we will be continuing the PA Competent Learner Model Project during the 2008-2009 school year. The focus of the project is to promote the use of effective, evidence-based instruction and curriculum for challenging and complex learners by developing core competencies in all staff.
