Alternate Eligible Content: High Expectations, Effective Instruction, and Lifelong Learning

  • Lynda A. Lupp is the Statewide Special Education Assessment Coordinator through the PA Training and Technical Assistance Network in Malvern. She began her career as a special education teacher in 1994 following graduation from Millersville University. She has taught special education in public school to diverse disability groups at the elementary, middle, and high school levels. After receiving her master’s degree and principal certification from Temple University she went on to serve as an elementary assistant principal and elementary coordinator of special education in a small, rural district. Later, she began her career in state administration serving as a PA Department of Education, Bureau of Special Education Adviser and Division Chief. She served at the state level for eight years where she served as a liaison to the Special Education Advisory Panel, had oversight of the statewide contingency funds, and was the contact for statewide assessment for students with disabilities. In 2012, she returned to public education serving as the Director of Special Education in the 14th largest district in Pennsylvania. In the fall of 2016, Lynda returned to her work supporting statewide assessment for students with disabilities.
  • Audrey Kappel Ph.D. is the Research and Data Director at the Western Pennsylvania School for Blind Children (WPSB) in Pittsburgh. She has a Ph.D. in Research Methodology, with a focus on assessment of students with disabilities. Prior to joining WPSB, she was an Assistant Research Professor at the University of Pittsburgh providing technical direction on the Pennsylvania Alternate System of Assessment. Audrey also was an educational consultant at PaTTAN Pittsburgh where she has worked on a number of initiatives, including Secondary Transition and Inclusive Practices, and has participated in multi-state consortia on issues concerning assessment. Her current focus is supporting the Bureau of Special Education with priority projects. Audrey helps to incorporate content and methodological advances into the Pennsylvania Alternate System of Assessment as well as overseeing research methodology and data reporting with the PA Dyslexia Project.
  • Sharon L. Leonard is an Educational Consultant at the Pennsylvania Training and Technical Assistance Network in Harrisburg, working with Pennsylvania’s Alternate Assessment and Pennsylvania’s Inclusive Practices initiative in addition to leading development of resources and modules regarding effective instructional practices for students with disabilities. She has 37 years of experience in education. Sharon was a classroom instructor for 19 years prior to becoming a consultant with general and special educators within regular schools. Sharon has represented PA through participation with several federal grants. She has also provided training to educators and families in Louisiana and Texas regarding inclusive educational practices. Sharon is currently supporting the work with PDE and Bureau of Special Education to support instruction of the PA Standards for students with significant cognitive disabilities through development and application of the alternate eligible content.
