Secondary schools across the nation have been challenged to improve the academic achievement and relational (social/emotional) success of ALL students. Twenty-first century skills are associated with critical thinking, problem-solving and innovation. Students will also need to develop complex communication skills and the ability to collaborate effectively within the context of increasingly sophisticated technologies and rapid change. The blueprint for the revision of the Elementary and Secondary Education Act (ESEA) sets a clear goal: “Every student should graduate from high school ready for college and a career, regardless of their income, race, ethnic, or language background, or disability status”. The intent of PA’s Secondary Response to Instruction and Intervention (RtII) Framework is synonymous with the aforementioned national priorities and assists secondary implementers with robust implementation tools, tips and techniques that are correlated with improved adolescent learning outcomes, including college and career readiness and gainful post-secondary employment.

The scaling of multi-tiered systems of support to the secondary level holds substantial potential and promise for meeting the needs of adolescent learners. Therefore, a diverse group of secondary educators and related stakeholders developed Pennsylvania’s Secondary RtII Toolkit that was designed to support interdisciplinary teams with the implementation and monitoring of effective, rigorous and caring secondary learning environments. In addition to the establishment of implementation guidelines and recommendations, robust tools and research-based resources are provided for the purposes of ongoing, context embedded professional learning. Pennsylvania is also pleased to be supporting and learning from five middle schools (Drexel Hill MS, Upper Darby SD, Roosevelt MS, Bristol Township SD, Swatara MS, Central Dauphin SD, Clairton MS, Clairton SD and Chartiers Valley MS, Chartiers Valley SD). The aforementioned middle school learning sites have been committed to the process of systems change and have been working diligently to refine high-quality, core instructional practices, expand their assessment and differentiated practices continuum, and monitor implementation fidelity efforts using identified system, grade and individual student level outcomes.
